Landscape

  • Infrastructure is fundamental to economic growth and sustainability 
  • Striking the right balance and understanding the interests of parties in public private partnerships require an in depth due diligence and analysis of risk associated with specific projects 
  • At 7 Trillion USD/ year in OECD market alone, infrastructure investment is a sizable market and prone to misuse of resources
  • Large majority of infrastructure projects do not get funded as they never qualify for impact investment or ever reach the proper investors
  • Risk is the main barrier to investment 
  • Unlike traditional commercial lending, impact investment and newly formed socially responsible classes of investments are becoming more prominent to ensure higher return on Social, Environmental and Governance/Oversight issues around the world 

Players

  1. Governments:  Unlike several decades ago, governments are not required to identify their national priorities and focus on investing in projects that matter most to people.  governments are required to file with United Nations what their nationally identified priorities are.
  2. Impact investors:  Using metrics and criteria based on United Nations sustainable development goals, impact investors look for high-quality projects in their deal flow which often times are very difficult to find. 
  3. Industry:  Depending on the priority of the country whether health care, agriculture, energy, water or any other areas of infrastructure; there are reputable companies who are engaged in implementation of these projects 

P3 Cluster: Objective

To bridge the informational and technical gaps in matching sustainable development projects with impact investors 

  • A scalable blueprint to facilitate the interaction among three players mentioned above and to strike the right balance in developing is successful and sustainable public private partnership (P3). 
  • P3 cluster is a blueprint to provide governments as key clients, on behalf of people to identify and plan around their national sustainable development priorities

I. Risk, Resilience and Due Diligence Analysis of National Priority Projects

Conduct Risk and Due Diligence Analysis of the current National Priority Projects: 


1. Stakeholder Feasibility Analysis of Current Capabilities and Structures  

2. Development Of A Common Strategy for Sustainable Development Projects 

3. Identify Thought Leadership and Industry Partnerships for each of National Priority Projects – based on Collective Sustainability and Circular Economy Metrics And Frameworks 


Outcome: Investment and Execution Strategy of National Priorities to be presented to Global Impact Investment Network (GIIN).

II. National Awareness Campaign to cultivate the culture of Social and Environmental Responsibility

1.  Experiential Forums for Council and Cabinet Ministers 

      1. Sustainable Policy Development  

      2. Compliance Harmonization with National and International Regulations  

      3. Risk, Resilience and Due Diligence Analysis 

      4. Investment and Execution Planning in the Age of Impact Investment and Circular Economy  

2. National Board and Agency Training Programs  

3. Industry and Public Educational Workshops and Masterclasses 

4. Development of Sustainability Intelligence Technology Platform  


Outcome: Ongoing Knowledge Management and Sustainable Policy Implementation


III. A National Knowledge Platform with Advanced Visualization

1. Development of an information system and technology platform to enable secure collaboration, ministerial policy making and planning within government and across agencies and national boards. 

2. A knowledge creation and knowledge management platform to serve as a repeatable framework for policymaking and project initiation, based on sustainability development metrics an impact investment models. 

       1. End-to-end project design and implementation. 

       2. Co-design and co-create project with partner 

       3. Audit and participation in implementation 


Outcome: sustainable policy development, risk monitoring, and advanced risk visualization
